Use of recently opened Mount Rosser bypass falls by a third

KINGSTON, Jamaica — National Operating and Road Operating Company (NROCC) admitted Wednesday that use of the recently opened Mount Rosser bypass leg of Highway 2000, has fallen by a more than a third since it has started collecting a toll last month.

NROCC’s Chief Executive Officer (CEO), Ivan Anderson, confirmed at yesterday’s meeting of the Public Administration and Appropriations Committee (PAAC), that before toll payments were implemented, the road was attracting approximate 5,000 to 6,000 vehicles per day. He said, however, that this has fallen to 3,000 to 4,000 vehicles per day, with the change to a toll road.

Motorists were allowed to use the road free of cost for one month after it was opened in August. Toll rates implemented in September were $200 for Class 1 vehicles (cars), $420 for Class 2 vehicles (SUVs) and $1,000 for trucks.

Anderson said, however, that despite the reduced number of cars, there was not loss to the toll operators because of the increased toll charges.

Financial information NROCC has provided the PAAC on its performance between January and July this year has shown that it has accumulated a deficit of $46 billion, and long-term debt of $68 billion.

The main balance sheet showed that NROCC has assets of some $22 billion, however, its total liabilities are close to $69 billion primarily due to long-term loans totalling some $53 billion.

The National Road Operating and Construction Company is a wholly owned Government company, formed under the Companies Act, and has responsibility for ensuring the implementation of Highway 2000.

The video, which premiered worldwide on Vevo.com on Friday, is a fun, light-hearted, jovial video of two individuals taking a ride around town in their Fiat 500 Abarth. The video takes place on the south shore of Long Island in a ranch-like atmosphere.

Out of Many One Music is the first exclusively one drop reggae release of the artiste’s celebrated 25 year recording career. This album has received numerous accolades from the industry movers and shakers and continues to move units despite the lull today in album sales across all genres.

“The first two singles we released received great reviews and we are pleased to still have such interest in the album. So we plan to do a re-release of Out of Many One Music by the end of the year, which will include new tracks. If U Slip U Slide is a great single giving a nice old-school reggae vibe with a modern twist and people are loving it,” said Shaggy.

BRIDGETOWN, Barbados, Monday June 30, 2014, CMC – New Zealand defeated West Indies by 53 runs on the final day of the decisive third Test at Kensington oval here Monday.

Chasing a challenging 308 for victory at the start of the final day, the hosts lost wickets steadily and were dismissed late in the day for 254 at Kensington Oval.

Debutant Jason Holder stroked a top score of 52 while left-hander Darren Bravo got 40 and tail-ender Shane Shillingford, 30 not out. Captain Denesh Ramdin chipped in with 29 while veteran left-hander Shiv Chanderpaul scored 25.

However, West Indies were undermined by seamers Tim Southee (3-28) and Trent Boult (3-48), while off-spinner Mark Craig finished with three for 84.

New Zealand won the first Test at Sabina Park in Kingston by 186 runs inside four days before West Indies levelled the series with a 10-wicket victory in Port of Spain.

BRIDGETOWN, Barbados, Friday June 27, 2014, CMC – With experience of the Westminster parliamentary system for 375 years in their consciousness, Barbadian politicians are saying they want a change from this adversarial mode of governance.

Speaker of Parliament, Michael Carrington, on Thursday said the one reservation he had regarding Barbados’s Parliament is that the adapted the British Westminster system, which, “appeared to pit Government and Opposition inexorably against each other in aggressive, contentious and oftimes seemingly unnecessary confrontation”.

Carrington, an elected member of government, was speaking at a joint meeting of the two chambers of parliament – House of Assembly and Senate – to mark the 375th anniversary of that institution in Barbados.

“Hunkering down behind traditional battle lines of political tribalism cannot help this country,” Opposition Leader, Mia Mottley, said, adding “bipartisan cooperation, led by a new generation of patriots who put the national interest above all else, is what Barbados needs”.

“Genuine parliamentary reform must find creative ways to embrace all talents and welcome all constructive contributions,” she said.

Within the Commonwealth, only the British Parliament, started in 1215, and the Bermuda Parliament, that began in 1620, are older than the Barbados Parliament.

TRELAWNY, Jamaica — After being one of the night’s opening acts, past Digicel Rising Stars winners One Third returned to the main stage at the Jamaica Jazz and Blues Festival Saturday to support Grammy-winning artiste Bobby Kimball.


Kimball, former lead singer for the group Toto, performed some of the band’s hits from the 1980s including ‘Rosanna’ and ‘Georgy Porgy’.


With One Third in tow, Kimball also performed ‘Africa’, a track One Third did during their run on the local televised talent show.

CATHERINE HALL, St James — A third game has been added to Saturday’s opening day of the ISSA/Lime schoolboy football competition to be held at the Montego Bay Sports Complex at Catherine Hall in Montego Bay.Former daCosta Cup champions Cornwall College will open their season against Maldon High in Zone A in a third game set to start at 7:00 pm, the Inter-Secondary Schools Sports Association (ISSA) announced this week.The additional game was originally set for next Wednesday, September 11, but has been brought forward.The game between defending Manning Cup champions St George’s College and Camperdown High will start at 3:00 pm following the 2:00 pm opening ceremony and parade of teams.DaCosta Cup champions Glenmuir High and Denbigh High will then meet at 5:00 pm, as the rural area competition gets underway.Meanwhile, George Forbes, ISSA’s Competition Coordinator, confirmed yesterday that three schools have withdrawn from the daCosta Cup competition, just days before the kick-off.Hopewell High in Zone B, Albert Town in Zone G, and Porus High in Zone M have all indicated they will not take part this year, leaving 80 schools to take part in the competition.– PR

KINGSTON, Jamaica — The Jamaican economy is expected to record growth ranging between 0.5 and 1.5 per cent over the July to September quarter according to Director General of the Planning Institute of Jamaica (PIOJ) Colin Bullock. He was addressing the PIOJ’s quarterly media briefing on Tuesday August 27 at the institute’s office in Kingston.Bullock said the growth should be spurred by a number of factors, including the continued rollout of several capital projects approved in the 2013/14 budget. He said that the gradual restoration of investor confidence, contingent on Jamaica passing of the first quarterly International Monetary Fund (IMF) performance review, and continued global economic recovery, will also drive economic activity.Bullock also pointed to the anticipated return to positive performance for most industries reflecting resurgence in output following the impact of Hurricane Sandy. Meanwhile, mining and quarrying, and construction were the key performers during the April to June quarter, where the economy contracted by 0.4 per cent.Mining and quarrying recorded growth of five per cent, while the building component of the construction sector grew by 1.5 per cent.Bullock said the figure for mining and quarrying reflected increased production of alumina, “as crude bauxite production declined.”“Alumina production increased by 8.6 per cent, reflecting an increase of 1.1 percentage points in the alumina capacity utilisation rate, reflecting higher output from a major producer,” he explained.Like our Facebook page https://www.facebook.com/jamaicaobserverFollow us on Twitter https://twitter.com/JamaicaObserver

Third person succumb to injuries in St Mary crash

ST MARY, Jamaica — The Oracabessa Police say that a third person has succumbed to injuries he received in a four-vehicle crash on the Wilderness main road in the parish about 5:00 pm Saturday evening.

As investigators from the Accident Investigation and Reconstructive Unit examine evidence to determine the exact cause of the crash, they have confirmed that four vehicles — a Honda Civic motorcar, a Suzuki Swift motorcar, a Toyota Hiace motor bus and a Leyland motor truck were involved.The evidence indicates that the Honda motorcar collided head-on with the Toyota Hiace motor bus. The motor bus reportedly ran off the road and into a ditch, while the Honda then crashed into the Suzuki Swift, which in turn crashed into the Leyland motor truck, which was parked along the roadway.The fifteen people who were aboard the motor bus sustained injuries. GEORGETOWN, Guyana — Jamaica were third overall at the 2013 Caribbean Area Squash Association’s (CASA) Senior Championships following a third place finish by the men in the team competition.The Jamaican men took the bronze after losing 4-1 to tournament favourites, Guyana last night.The team fought bravely but couldn’t get past the regional kingpins who were buoyed by a vibrant home crowd.After Julian Morrison lost 11/8, 11/9, 11/7 to Jamaal Callender and Bruce Levy was beaten 11/5, 11/5, 11/9 by Jason Khalil, the pressure was on Caribbean Champion, Chris Binnie to keep Jamaica’s hopes alive.Binnie delivered by beating Sunil Seth 9/11, 11/6, 11/1, 11/6; but then Dane Schwier lost 3/11, 11/7, 11/5, 11/6 to Alex Arjoon and Bruce Burrowes lost 11/3, 11/9, 9/11, 11/2 to Richard Chin.The loss to Guyana took Jamaica out of contention for first place and then, following the round robin tally, the team placed third, losing the second spot to Cayman by one game.However, the third place finish marks an improvement over last year when the men were fifth. Also, on Friday, Jamaica finished third in the ladies competition which helped to push the team into the bronze medal position overall.In addition, Chris Binnie finished the competition with a perfect slate for the second consecutive year. Playing 10 matches in seven days, the four-time All Jamaica and Caribbean Men’s Champion remained undefeated.

Minnesota dad claims third of US$448m Powerball jackpot

ROSEVILLE, Minnesota. (AP) — A Minnesota man claimed his third of a US$448 million Powerball jackpot on Thursday, wasting no time before revealing his good fortune to the world and saying he had “been waiting for this day my entire life.”

Paul White, 45, a project engineer from Ham Lake, said his family often gave him a hard time for frequently playing the lottery — and he had a tough time convincing many of them earlier Thursday that he had won.“The only person who didn’t feel I was “BSing” them was my mother,” a beaming White said at a news conference where he was joined by his girlfriend, brother and two colleagues.White said he’ll take a lump sum, which will amount to US$58.3 million after taxes. Despite the minuscule odds of a jackpot win, White said he often daydreamed about how he’d spend his winnings if he ever won.“I’ve totally been waiting for this day my entire life,” he said, lamenting that he has to wait two weeks for his money. “Start the clock right now,” he said, eliciting laughs.The other two winning tickets were sold in New Jersey, including in a coastal community that is still recovering from Superstorm Sandy. But no one had stepped forward to claim either of those two shares as of Thursday afternoon.White said he learned of his life-changing luck Thursday morning after his girlfriend called to say a winning ticket had been sold in Minnesota. He checked the 10 he bought and was elated to find one that matched all six numbers.Mega-jackpot winners often wait days or weeks before claiming their prizes, giving them time to prepare and make legal arrangements. White said he had an attorney and financial adviser in mind, and wasn’t afraid of the publicity — noting the New Jersey winners hadn’t stepped forward yet.“I hope I’m yesterday’s news as soon as possible,” he said.White said he is divorced and has a 16-year-old son and 14-year-old daughter. Batsman David Warner will rejoin the Australia squad on Monday and be available for the third Ashes Test at Old Trafford, starting on Thursday.

With Australia’s top order struggling for runs in the first two Tests, Warner, 26, is likely to be recalled.


Last month, Warner was suspended for punching English batsman Joe Root in a bar   following a Champions Trophy game.


He joined the Australia A tour to Zimbabwe and South Africa and scored 193 against South Africa A in Pretoria.


However, on Saturday Warner was involved in a verbal altercation with opponent Thami Tsolekile, causing the umpire to call a halt to the game.


“A kid from the back blocks with a strong personality, Warner is outgoing, likes talking to people and always has an opinion. He is popular with his team-mates and respected in the dressing room. He has that lively and nocturnal side to his personality. But he is 26 now, and off the field he needs to change.”

No Australian batsman scored a century in the first two Ashes Tests, both won by England, and several will be sweating on their place in the starting XI in Manchester.

Usman Khawaja replaced Ed Cowan for the second Test at Lord’s and scored 54 in his side’s second innings, before Cowan made 66 and 77 not out against Sussex in a tour match.


Meanwhile, opener Chris Rogers has made only 89 runs in four Test innings, and Phillip Hughes has made 83, including scores of 0, 1 and 1.


Asked whether Cowan’s displays against Sussex improved his chances of a recall, Australia coach Darren Lehmann told BBC Sport: “Yeah, it does. He batted really well both innings.


“We’d love him to get a big hundred and really put pressure on, but it does his chances good.”


Lehmann added that he was confident the team’s plans to combat England spinner Graeme Swann were sound, despite Swann taking 13 Australian wickets so far in the series.


“Swann’s bowled OK but we haven’t played him very well,” said Lehmann. “We’ve just got to believe in the plans and the blokes have got to execute them.”

Windies, Pakistan chase win in third ODI

GROS ISLET, St Lucia (AFP) — West Indies have resisted the temptation to ring the changes and go into the third One-Day International (ODI)of the five-match series against Pakistan today in St Lucia with the same squad that shared the honours with the visitors over the first two matches in Guyana. There was much speculation that the selectors would have explored other options in both batting and bowling for the remaining three ODIs.However, they have chosen to keep with the same eleven that played both matches at Providence, along with batsman Devon Smith and fast bowler Tino Best. Despite being the most prolific batsman in domestic cricket in the Caribbean in 2013, Smith is considered fortunate to have been retained as he failed to score in both matches he played in the preceding Tri-Nation Series involving Sri Lanka and eventual winners India.Best is considered less of a gamble, especially given the time of year that these matches are being played when pitches around the region are generally expected to be greener and offering more assistance to the pacers. With a 16-man travelling party, Pakistan have a wider pool from which to draw their final 11 and there is a strong case for Junaid Khan playing at the Beausejour Cricket Ground alongside fellow left-arm seamers Mohammad Irfan and Wahab Riaz.His inclusion would likely be at the expense of Asad Ali, the right-armer who opened the bowling with the giant Irfan in the opening fixtures at Providence. In the batting department, the tourists remain as vulnerable as ever.Contrasting half-centuries by Shahid Afridi and skipper Misbah-ul-Haq more than adequately compensated for the failure of the others in the line-up in the opening match last Sunday.But in the second match two days later, poor shot selection — with Misbah and Afridi the chief culprits — paved the way for a West Indies win despite fifties by opener Nasir Jamshed and wicketkeeper-batsman Umar Akmal. Not that the West Indies are in any way significantly different.They were routed for just 98 in the first match, their lowest-ever total in an ODI in the Caribbean, and were reliant on the Bravo brothers, Darren and skipper Dwayne, to post what proved to be a match-winning total in the second encounter. It all points to more domination by the bowlers of both sides when the series resumes today unless someone on either side can rise above the prevailing mediocrity to produce a truly special batting exhibition.

KINGSTON, Jamaica — The Ivory Coast’s Murielle Ahoure stormed to a 22.24 second win in the women’s 200m at the Monaco Diamond League meet Friday.American Tiffany Townsend was second in a personal best 22.26 seconds with Jamaica’s Shelly-Ann Fraser-Pryce third in 22.28.Carmelita Jeter, coming off an injury in the Shanghai Diamond League did not start.

CASTRIES, St Lucia (CMC) — The third ODI between West Indies and Pakistan ended in a tie at the Beausejour stadium on Friday. In a nailbiting finish the WI needed 15 runs for victory in the last over with tail-enders Jason Holder and Kemar Roach at the crease.Holder, with nine runs required to win from two balls, hit a six then scampered two to tie the scores.West Indies scored 229 for nine off 50 overs, replying to Pakistan’s 229 for six off 50 overs.Lendl Simmons top scored with 75 for the West Indies.Scores: Pakistan — 229/6 off 50 overs – (Misbah-ul-Haq 75, Umar Akmal 40 not out, Wahab Riaz 19 not out, Haris Sohail 26; Jason Holder 2/40, DJ Bravo 2/50) West Indies — 229/9 off 50 overs – (Lendl Simmons 75, Marlon Samuels 46, Jason Holder not out 19; Junaid Khan 3/54, Saeed Ajmal 3/ 36)The fourth ODI is scheduled for July 21 and the fifth on July 24, both in St Lucia.

Pakistan let Windies off the hook to tie third ODI

GROS ISLET, Saint Lucia (AFP) — Pakistan wicketkeeper Umar Akmal missed a run-out opportunity and the West Indies last-wicket pair of Kemar Roach and Jason Holder scrambled two runs off the final ball to tie the third One-Day International yesterday.

Responding to the tourists’ total of 229 for six, and requiring 15 off the final over to win, Holder smashed a four and a six over cover off medium-pacer Wahab Riaz to keep the home side’s unlikely prospects alive, resulting in the last ball drama that leaves the series level at 1-1 going into the fourth match at the same venue tomorrow.West Indies middle-order batsman Lendl Simmons and Pakistan captain Misbah-ul-Haq, the joint top-scorers with 75 runs each in the thrilling encounter, also shared the Man of the Match award.However, Misbah found it difficult to accept how his team could not have won the match after reducing the Caribbean side to 205 for nine in the 49th over.“It’s really, really disappointing, but I have to say the way Holder played at the end he took the game away from us,” said an incredulous Misbah.“In that last over there were too many full deliveries to the tail-enders, but hats off to them, they played well.”In his usual calm, unruffled manner, Misbah had compiled his runs to steady the Pakistan innings after the early loss of both openers, while Akmal swatted an unbeaten 40 off 31 deliveries, dominating an unbroken seventh-wicket partnership of 52 off 26 balls with Wahab (19 not out) to give the tourists a fighting chance on a pitch offering considerably more pace and bounce than for the first two ODIs in Guyana.Holder and Dwayne Bravo took two wickets apiece, but skipper Bravo’s decision to persist with himself in the final overs proved costly, his last three overs being plastered for 40 runs.It was a bewildering decision given that Marlon Samuels had bowled only three overs in conceding just four runs and was not utilised at the end.“This was a match we should have won after the bowlers had done such a good job,” a disappointed Bravo insisted.“Once again the batting let us down.
