Chantal prompts look at lack of funds for flood mitigation

THE National Works Agency (NWA) admitted yesterday that it would have to seek additional funding for disaster mitigation, arising from the threat of flooding from a tropical wave from the remnants of Tropical Storm Chantal.

A report from the agency, which should have been discussed by Parliament’s Public Administration and Appropriations Committee (PAAC) at Gordon House yesterday, showed that despite a request to the Ministry of Finance for $400 million in the 2013/14 budget to clean drains and gullies, the agency only got $31 million.The agency said in the report that it was “concerned about the impact” of the under-funding, which amounted to less than 10 per cent of a request to fund its Capital A Flood Damage Rehabilitation Cleaning of Gullies and Drains Mitigation Programme.The agency also expressed concern about the impact of the decreased allocation for routine maintenance activities as well, which fell from $1 billion last year to $500 million this year.The report was tabled but not discussed, as the NWA’s representatives had to beat a hasty retreat to Jamaica House, where a meeting had been convened by Prime Minister Portia Simpson Miller to discuss the threat from the tropical system and the possibility of excessive flooding.But Opposition Spokesman on Finance Audley Shaw said that the retreat to Jamaica House would not help unless the Ministry of Finance agreed to release more funds for gully and drain-cleaning.“Only $1 million has been allocated to Manchester, and I only got $200,000. What can $200,000 do?” Shaw asked.PAAC Chairman Edmund Bartlett said Shaw was lucky to get $200,000 for North East Manchester, as he only got $30,000 for the gullies and drains in East Central St James.Audrey Sewell, permanent secretary in the Ministry of Transport, Works and Housing, under which the NWA falls, admitted that the $31 million allocated was inadequate, but said that under-allocation for flood mitigation was customary.“The ministry, the NWA and related agencies will just have to sit down and look at what we have, what faces us and to see what we can do, as we did with Hurricane Sandy,” she said.“We didn’t have any special allocation for Sandy (last year), but then we had to re-allocate resources based on what faced us,” she added, suggesting that the same would have to be done again this year.Bartlett said he hoped that more funds could be found, “because, certainly what has been provided cannot, in any way, deal with the problem”.“The drains are blocked from bow to stern in every parish, and $31 million is ridiculous, absolutely ridiculous,” Bartlett added.Government MP Lloyd B Smith told the Jamaica Observer after the meeting that he also felt that the $31 million allocation was ridiculous.Asked what he could do with a $31-million drain and gully cleaning programme, NWA Chief Executive Officer E G Hunter responded, “clean $31 million worth of drains”.However, he said that he expected an improvement in the figure, following the threat of adverse weather.A dirty Barbican gully is seen in this recent Observer file photo.

Tropical Storm Chantal could affect eastern parishes tonight

KINGSTON, Jamaica — Jamaica could begin feeling effects of Tropical Storm Chantal as early as tonight as the system passes in the vicinity of the island either as a tropical wave or tropical cyclone, the Meteorological Service says. A tropical storm watch remains in effect for the island as a weakening Chantal moves quickly westward and could pass close to the island’s eastern coastline.The main threat at this time is for outbreaks of heavy showers and thunderstorms to develop over the island, starting with eastern parishes, during the course of tonight and into Thursday.  Some flash flooding is, therefore, possible over eastern parishes, the Met Service says.  Periods of strong, gusty winds are also possible in thunderstorms.  Marine operators should remain on alert due to unfavourable sea conditions through Thursday.

KINGSTON, Jamaica – Tropical Storm Chantal formed over the Atlantic early Monday and was moving rapidly towards the Lesser Antilles, the Meteorological Service reported.At 4:00 am Monday the centre of Tropical Storm Chantal was located near Latitude 10.4 degrees north and Longitude 49.5 degrees west or about 1130 kilometres east-southeast of Barbados.Tropical Storm Chantal is not a threat to Jamaica at this time, the Met Service said. Chantal is moving towards the west near 43 km/h. The west-northwestward motion at about the same speed is expected over the next couple of days. On the forecast track, the centre of Chantal should approach the Lesser Antilles late Monday night or early Tuesday and move into the eastern Caribbean Sea late on Tuesday.Maximum sustained winds have increased to near 65 km/h with higher gusts. CASTRIES, St Lucia (CMC) — The Government has ordered the closure of all schools by noon and throughout Tuesday as the country prepares for the passage of Tropical Storm Chantal.According to a government statement, the schools will remain closed until Wednesday morning, unless advised otherwise. Prime Minister Kenny Anthony is expected to chair a pre-strike meeting of the National Emergency Management Organisation (NEMO) on Monday and preparations have begun to ensure that all hurricane shelters are available especially for persons living in flood prone areas.In Barbados, the Deputy Chief Fisheries Officer, Joyce Leslie has urged boat owners to take immediate action to secure their vessels as the storm approaches.Boat owners with larger fishing vessels in the water on the south and south west coast have been advised to seek safe shelter in the Bridgetown Fisheries Complex Harbour.In its latest release, the National Hurricane Centre said Chantal, the third tropical storm for the Hurricane Season was located near latitude 10.9 north, longitude 51.7 west and is moving towards the west northwest near 41 kilometres per hour.The centre of the storm should reach the Lesser Antilles early Tuesday and move into the eastern Caribbean later on Tuesday. BRIDGETOWN, Barbados (CMC) – Local emergency services in Barbados have been placed on full alert as Tropical Storm Chantal races towards the Lesser Antilles.In preparation, the Department of Emergency Management plans to activate the emergency operations centre at 9:30 pm (local time) and also open Category One shelters from 6:00 pm to facilitate people who wish to shelter there.Deputy Director, Kerry Hinds told reporters that a pre-strike meeting which involved all key emergency personnel was held at the Emergency Operations center on Monday morning.She said public transportation provided by the Barbados Transport Board will operate its last service at 9:00 pm; however, the Grantley Adams International Airport and the seaport will remain open for service.Acting Director of the Barbados Meteorological Services, Hampden Lovell said the island should expect rains, possible thunderstorms and storm force winds but noted that most of the heavy activity is concentrated in northern section of the system.“We know we are in the hurricane season and I would think that all people out there would be in a prepared mode and would have things in place.”He also said there should be no significant change in strength over the next 24 hours.In the latest update from the National Hurricane Centre, Tropical Storm Chantal is moving toward the west northwest near 41 kilometres per hour and a west northwestward motion at about the same forward speed is expected over the next couple of days.On the forecast track, the centre of Chantal should reach the Lesser Antilles early Tuesday and move into the Eastern Caribbean Sea later on Tuesday.Maximum sustained winds are near 75 kilometres per hour with higher gusts and some strengthening is forecast over the next 48 hours.Tropical storm force winds extend up to 95 kilometres from the centre.A Tropical Storm Warning has been issued for Barbados, Dominica, St. Lucia, Martinique and Guadeloupe.
