Aamer could return to cricket next month

KARACHI, Pakistan (AFP) — Disgraced Pakistan paceman Mohammad Aamer could return to first-class cricket as early as next month after a relaxation of the conditions of his ban for spot-fixing, an official said yesterday.

Aamer, 22, was banned for five years along with Salman Butt and Mohammad Asif in a spot-fixing case in England in 2010, and the trio were jailed by a UK court in 2011.

The paceman was interviewed in Lahore yesterday by the International Cricket Council (ICC), after the governing body revised the players’ code of conduct in November last year, adding a provision that allows a banned player to play in domestic games for a certain period prior to the end of the ban.

The change of rules prompted the Pakistan Cricket Board (PCB) to file an appeal with the ICC to relax certain conditions of Aamer’s ban last year.

A final decision on Aamer’s appeal will be taken in ICC Board meeting in Dubai next week.

A PCB spokesman confirmed Aamer’s potential return.

“It is most likely that Aamer will get reprieve to play domestic cricket,” said the spokesman Agha Akber.

PCB chairman Shaharyar Khan last week said Aamer will be monitored in first-class cricket before returning to international cricket.

His five-year ban expires in August this year.

PCB has said that since the other two banned players — Butt and Asif — took time to plead guilty, and have not completed a mandatory rehabilitation, their cases will not be taken up with the ICC.

Before the ban Aamer was described as cricket’s “hottest property” by legendary Pakistan pacer Imran Khan.

JBDC to implement Small Business Development Centre next month

The Jamaica Business Development Centre (JBDC) believes that by adapting the United States Small Business Development Centre (SBDC) model Jamaica could see improvement in productivity and growth of the local business sector.

SBDC, which is the main source of technical assistance for small businesses in the US, has retained over 158,000 jobs, established 24,500 new businesses and generated fiscal revenue of over US$539 million ($60.9 billion) in that country. This has prompted the JBDC to have a model of the development centre implemented locally by the end of next month.

“We are not in a position to say when this will be officially implemented or launched, but await specific directives from the minister of industry who will announce its launch in short order,” chief executive officer of the JBDC Valerie Veira told the Jamaica Observer.

The centre will focus on three key areas that cover the needs of start-ups as well as established businesses. The programme will include free one-on-one confidential and long-term technical assistance for small businesses, group training focused on subjects of interest to small businesses and market research specifically tailored to meet clients’ needs.

The services should improve the productivity of small businesses, while generating economic impact that creates new jobs, increases revenues, strengthens and diversifies the formal economy and promotes stability and growth, according to the JBDC.

“The JBDC mandate currently focuses on providing business development support for MSMEs and it is the vision of our ministry to move to the SBDC model, which focuses on the growth of SMEs through the strengthening of their management systems,” Veira told the Business Observer.

“We will therefore broaden our core services to include the three key areas that cover the needs of start-ups and established businesses as outlined in the SBDC Model,” she added.

In 2012, the intervention of the small business development centre in the US resulted in the average business increasing its sales from 4.3 per cent to 18.9 per cent year over year. Similarly, small businesses also obtained US$3.4 billion in new financing, while benefiting from assistance in exporting their products or services.

Once the businesses started to see improvements in revenue and productivity, employment levels increased from 1.2 per cent to 13.6 per cent yearly, according to statistics presented by the JBDC.

The programme will require the general public, academics and the private sector to jointly invest efforts and funds in order to guarantee the sustainability of the programme, eliminate inefficiencies and work duplication. Additionally, model supervisors will evaluate the economic impact of the development centre on each business client to monitor its effect on local businesses.

Kim Kardashian West and Kanye West spend US$10,000 a month on a beautician for their daughter.

Though little North may only be 17 months old, she has a $10,000-a-month fashion and beauty bill, with her costs including baby massages with organic oil and mini manicure-pedicures, as well as a $2,000-a-month hair dresser.

A source said: “Her hairdresser is also in charge of accessorising and works alongside her stylist to ensure that her hair goes with the look.”

North has her own two-person styling team and the stylist and her assistant also spend around $2,000 a month on designer clothes for the youngster, before customising many of her garments.

The source told heat magazine: “North has a tailor who makes clothes for her, such as mini versions of her mum’s designer outfits so she can match Kim. The tailor will often customise clothes too, by embellishing jackets with her name picked out in Swarovski crystals – she even has NW stitched into all her shoes.”

Dr. Henry Lowe, the Chief Executive Officer of  Medicanja,  says Jamaicans must push to ensure the benefits of  a local medical marijuana industry are realised for locals before foreigners tap the market.

Lowe who was speaking at a recent Mayberry Investors Forum seminar said given the benefits he cannot understand why more local investors are not seeking to establish up companies in Jamaica to produce medical marijuana.

Medicanja was launched last December as the country’s first company set up to produce medical products from ganja.
Lowe says some of  the first products from the company will be launched later this month.

Teens escape from Tennessee youth detention facility for second time this month

NASHVILLE, Tenn. –  Security upgrades at a troubled youth detention center in Nashville were not enough to prevent 13 teenagers from escaping Friday, the second major breakout from the facility this month.

Tennessee Department of Children’s Services spokesman Rob Johnson said several teens overpowered a guard at the Woodland Hills Youth Development Center about 11 p.m. Friday. They took the guard’s radio and keys and let themselves out of a dormitory. All but one were recaptured within hours.

The breakout was the latest in a series of problems that have alarmed Tennessee authorities, including a mass breakout by 32 teens on Sept. 1. The state has since begun conducting a review of youth detention security in the state.

Security improvements since the Sept. 1 breakout include securing the bottom of the fence that surrounds the facility in concrete. Workers also have reinforced aluminum panels under the dormitory windows that the teens were able to kick out during the first escape.

“A lot of shortcomings were exposed after that first breakout,” Johnson told The Associated Press in a telephone interview. “They’ve been working hard and fast and have made a lot of improvements, but there’s still more work to do.”

Johnson said Friday’s breakout began while a guardhouse was empty and a guard was out checking the perimeter. According to the official, the teens smashed the guardhouse window with a rock and one went through the broken window and opened the gate for the others.

The guard who was overpowered in the dormitory was treated at a hospital and released, Johnson said. Another worker also was injured, but not seriously.

Within hours of the breakout, Nashville’s Metro police and Tennessee Highway Patrol officers had regained custody of all but one youth, a 16-year-old. The recaptured teens were taken to the juvenile court detention center. The 52 other teens being held at the Woodland Hills complex remained calm during the disturbance, Johnson added.

Thirty-two teenagers escaped from the same center on the night of Sept. 1. Two days later, riots broke out on the grounds of the facility, with teens brandishing fire extinguishers and sticks.

Johnson said many of the teens who participated in Friday night’s breakout were involved in the previous disturbances. Two of the teens who escaped in the earlier breakout remain at large.

Gov. Bill Haslam was in Afghanistan on Saturday. His spokesman, Dave Smith, said in an email that officials have brought in a national expert to review the situation at Woodland Hills, and DCS Commissioner Jim Henry has been visiting other states to learn about best practices.

“As the governor has said, our goal is to find the right balance of providing educational and rehabilitation opportunities for the youth we’re serving there along with their safety, the safety of others,” Smith wrote.

The Woodland Hills center has a history of violent clashes, breakout attempts and attacks on guards.

The recent problems have shed light on the difficulty of maintaining order at a center where most of the 14- to 19-year-olds have committed at least three felonies, and the challenges faced by Tennessee’s Department of Children’s Services in trying to fix the issues.

In an interview earlier this month, DCS Commissioner Henry said policies were being reviewed to see if guards could be given weapons such as stun guns to help control unruly detainees. Currently, he had said, guards do not carry weapons and must rely on talking with the inmates to quell disturbances.

However, some lawmakers in Tennessee have said that’s not enough. They want the state to reopen a facility closed in 2012, Taft Youth Development Center, which primarily housed older, more violent offenders. They say the inmates at Taft were transferred to Woodland Hills, which then saw a spike in assaults.

Tourism Minister expects boost in cruise sector next month

Tourism Minister Dr Wykeham McNeil has declared that Jamaica’s cruise sector will receive a significant boost next month, with Thomson Dream home porting one ot its vessels in Montego Bay. 

Thomson Dream, which is the cruise arm of  European travel and tourism company (TUI) made the announcement last year that it intends to base one of its cruise ships in Jamaica.     The home porting of the ship in Montego Bay will result in an additional four flights out of Europe each week, bringing passengers for the vessel.Dr McNeil says an estimated 30 per cent of  the passengers who come for the cruise ships are expected to stay at alocal  hotel.  The Tourism Minister also announced on Wednesday that the country welcomed 939,000 cruise passengers during the months, January to August. That was up 10 per cent from a year ago.  

Falmouth, which handles 700,000 passengers annually, is the biggest port of call in Jamaica, followed by Ocho Rios and Montego Bay.

Pound Sterling falls to 10 month low

The pound has fallen to its lowest level in 10 months amid uncertainty about Scotland’s future within the UK. 
The currency fell 1.3% against the US dollar yesterday to US$1.61.
It also fell one percent against the euro.

It has also fallen against the Jamaican dollar moving down from J$197.67 to one pound on July 22 to J$182.27 when the foreign exchange market closed Monday evening. 

The weakening came after a poll suggested supporters of an independent Scotland had taken a narrow lead in the referendum debate for the first time. 
Shares in Scottish-based firms suffered sharp falls on the stock market.

Aluminium prices reach 18 month peak

There’s more good news for Jamaica’s mining sector as the price of  aluminium has reached near an 18-month peak. 
The three-month unofficial aluminium price yesterday increased US$16 to US$2,113 a tonne. 
Aluminium prices, which have gained 13% over the past two months, have been supported recently by one investor holding a large position of inventories.

NCB shareholders to get dividend next month

National Commercial Bank shareholders will receive an interim dividend next month.
At a meeting on Thursday the Board declared a dividend of  35 cents. It will be paid to shareholders on August 25.
Persons holding NCB shares, as at August 12, will benefit.

Investors in Norman Manley Airport privatisation given end of month deadline

Investors have been given until the end of  the month to submit expressions of  interest in the privatisation of Jamaica’s Norman Manley International Airport.Written submissions should be made to the Development Bank of  Jamaica (DBJ) by 6pm July 30. According to a notice from the DBJ, the Transport Ministry is trying to find a private sector operator with experience in the aviation sector to operate, finance, develop and maintain Norman Manley International under a long term concession agreement.IFC, a member of  the World Bank Group, has been appointed lead advisor on the structuring and implementation of  the project. Interested parties will have the opportunity to participate in  investor conferences. The one-on-one meetings will discuss feedback on the airport project. One of  the conferences will take place in London on July 21 and 22 and the other in Kingston on July 28 and 29.The development of Norman Manley International Airport is in keeping with Jamaica’s Global Logistics Hub Initiative.

Kingston Wharves shareholders to receive dividends next month

Holders of shares in Kingston Wharves will receive some of  the company’s earnings at the end of  next month.  

The company has declared an interim dividend of 10 cents per unit, payable on July 30. To qualify for the dividend, shareholders would have to own the stock on July 14. 

Kingston Wharves has more than 1.43 billion shares outstanding, which means this interim dividend will be in the region of $143 million dollars.

BRIDGETOWN, Barbados (CMC) — The Barbados-based Caribbean Broadcasting Union (CBU) says it will hold its 44th annual general assembly in Guyana next month.It said the August 19 – 23 assembly will be attended by broadcast executives, industry partners and media specialists where they will discuss issues of digital transition, the business of broadcasting, public service broadcasting, new and traditional media and other relevant topics influencing the broadcasting environment.President Donald Ramotar will deliver the feature address at the opening ceremony of the conference that will also allow for suppliers to exhibit their services and a special screening session, where newly produced content will be shown to broadcasters.CBU Secretary General Patrick Cozier said the Barbados-based group is partnering with the Commonwealth Broadcasting Association (CBA) in hosting a two-day workshop entitled “The Business of Broadcasting in a Digital Age” which should set the tone for an effective business evaluation of broadcasting in the future.CBU president Shida Bolai said the regional media body will also be looking at its focus and role going forward in a new digital media age.A highlight of the five-day conference is the Caribbean Broadcasting Awards to be held on August 22 with Prime Minister Samuel Hinds presenting the awards.The CBU was formed in 1970.
