KSAC won"t register handcarts operated by unruly vendors

THE Kingston and St Andrew Corporation (KSAC) will not be registering handcarts from which goods are vended as they do not play by the rules, Kingston’s Mayor Angela Brown Burke warned on Tuesday.The mayor said that handcart vendors who operated as mobile units outside designated vending areas and in competition with registered vendors presented the greatest challenge.“At this time, we are not offering registration to this group as it is the greatest source of competition to those vendors who are playing by the rules. The vendors in the markets and arcades pay their registration fees, they are paying their weekly market fees, they are disposing properly of their garbage and are making a concerted effort to promote their business in the market,” Brown Burke said.She said that it would be unfair for the KSAC to support the illegal vendors who had no overheads and who also posed a health and security risk. She said that their practices added to the costs of keeping the streets clean.The mayor said that the KSAC would move to license the group of illegal handcarts that transported goods from market trucks to vendors’ stalls and goods for shoppers provided a much needed service.“This is an opportunity to make an honest day’s bread and we are therefore moving to license this group of operators,” she explained.Earlier this year, the KSAC announced its intention to register and license handcart operators but nothing has been finalised.Brown Burke told the council Tuesday that the handcart operators had requested a meeting with the KSAC.“As usual, we welcome the opportunity to meet with them to discuss the matter and arrive at a workable solution,” she said.This handcart operator transports a bed base downtown Kingston last week.
