Radio station owner said among 711 arrested for electricity theft

KINGSTON, Jamaica — The Jamaica Public Service (JPS) is reporting that 711 persons have been arrested between January 1 and October 15 for the illegal abstraction of electricity.

JPS has been carrying out multiple operations across the island, with the support of the security forces, in addition to conducting meter audits and account investigations.

The parishes with the highest number of arrests for electricity theft are St James with 128 arrests, followed by St Elizabeth with 118 arrests and St Catherine with 112 arrests.

According to a company release on Saturday, a community radio station owner/operator in St James was arrested during the week when a meter bypass was found powering the small media entity. The radio station had been disconnected since February of this year for an outstanding balance, but was discovered this week to be receiving supply, via an illegal connection, the release said.

The release said that in Kingston, a cold storage operation was recently discovered to be stealing electricity to the tune of $500,000 per month.

Guyana, Suriname among countries with World’s highest suicide rates

Noose hanging in front of a dark wall.WASHINGTON D.C., United States, Friday September 5, 2014, CMC –Two Caribbean Community (CARICOM) countries have some of the highest suicide rates in the world, according to figures released by the World Health Organization (WHO).

It said that in the Americas, the average estimated suicide rate is 7.3 per 100,000 inhabitants, which is lower than in other WHO regions and lower than the global average of 11.4 per 100,000.

“However, Guyana has the highest estimated suicide rate for 2012 in the world, and Suriname has the sixth-highest.”

The WHO said that data from the Americas show that suicide rates first peak among young people, remain at the same level for other age groups, and rise again among older men.

According to the WHO first global report on suicide prevention published on Thursday, more than 800,000 people around the world die from suicide every year – around one person every 40 seconds.

The WHO report titled “Preventing suicide: a global imperative” seeks to make suicide a top priority on the global public health agenda.

It has been launched a few days before World Suicide Prevention Day is observed on September 10.

The report noted that an estimated 75 per cent of suicides occur in low- and middle-income countries.

“Unfortunately, suicide all too often fails to be prioritized as a major public health problem,” said WHO Director-General Dr. Margaret Chan.

“Despite an increase in research and knowledge about suicide and its prevention, the taboo and stigma surrounding suicide persist, and often people do not seek help or are left alone. And if they do seek help, many health systems and services fail to provide timely and effective help.”

The report notes that, globally, rates of suicide are highest in people aged 70 years and over. In some countries, however, the highest rates are found among the young.

The WHO noted that suicide is the second-leading cause of death in 15- to 29-year-olds globally.

In general, more men die by suicide than women. In countries of the Americas, rates range 2 to 6 times higher for men than for women.

It said pesticide poisoning is one of the most common methods of suicide, especially in low- and middle-income countries, and accounts for one-third of cases globally.

“The relatively high proportion of suicides by firearms in high-income countries is primarily driven by high-income countries in the Americas, where firearms account for 46 per cent of all suicides; in high-income countries outside the Americas, firearms account for only 4.5 per cent of suicides.

“Evidence shows that limiting access to the means of suicide can help prevent such deaths, as can a commitment by national governments to the establishment and implementation of coordinated plans of action,” the Who reported.

“The most important message is that suicide can be prevented, especially if we identify people at risk and intervene early,” said Dr. Jorge Rodriguez, chief of the Mental Health Unit at the Pan American Health Organization (PAHO), Regional Office for the Americas.

“People who have attempted suicide are at higher risk of attempting it again, he noted, making it important for health personnel to provide follow-up of such cases, with family and community support.”

The new WHO report identifies a series of measures that can help prevent suicide, including creating national strategies for suicide prevention; restricting access to the most common means of suicide, including pesticides, firearms and certain medicines and providing medical follow-up for people who have attempted suicide.

In addition, the WHO is advocating that countries should incorporate suicide prevention as a central component in health services, identify and treat mental health and substance abuse disorders as early as possible and that there should also be responsible reporting on suicide by the news media.

Former NWA director among five nabbed on fraud charges

Former Director of  Special Projects at the National Works Agency (NWA) George Knight, is among five men charged by the Major Organised and Anti-Corruption Task Force, MOCA, with fraud.

Mr Knight, the CEO and President of  Cenitech Limited, and founder of the company, 62 year old Clava Mantock Snr, have been charged with forgery, uttering forged documents and conspiracy to deceive.

The others who were charged last night are Mr Mantock’s son, 32 year old Analyst Clava Mantock Jnr; 40 year old Melville Edwards, a Director of  Cenitech and 48 year old Police Inspector, Andrew Bobb, sub-officer in charge of  the Manchioneal Police Station.

The men were arrested on Friday during operations conducted by MOCA and the Anti-Corruption Branch, ACB. The cops raided several locations including the offices of  Cenitech off Eastwood Park Road. MOCA said the arrests stemmed from a two-year investigation which also involved the Financial Investigation Division. 

The police have not disclosed the nature of  the allegations against the men, but it’s understood that the cops are investigating major fraud involving government contracts.        

The five are booked to appear before the Half-Way-Tree Criminal Court tomorrow.

Four Jamaicans among 11 winners in Proof of Concept contest

The Caribbean Climate Innovation Center (CCIC) — a project of the World Bank and its global entrepreneurship program infoDev — has announced the 11 winners of its first regional Proof of Concept (PoC) competition.

The successful applicants will receive grants of up to US$50,000 to develop, test, and commercialize innovative, locally relevant climate technology solutions.

There are four Jamaicans among the 11 winners. Shirley Lindo’s project is for Organic Soil Conditioner & Fuel Briquettes from Castor Oil Waste. Brian Wright won his award for the Pedro Banks Renewable Energy Project, while Harlo Mayne’s is the H2–Flex Hydrogen Hybrid Project. Kert Edwards was selected for his Fiber-Optic Solar Indoor Lighting (FOSIL)  project.

The PoC grants are designed to help entrepreneurs prove the value of their business concept by providing the resources and the skills necessary to prototype, test, develop, and commercialize services and products. In addition to funding, the PoC winners will also get access to the suite of advisory services offered by the CCIC, as well as considerable exposure and networking opportunities through the center’s media events.

Officially closed on April 20, the PoC received more than 300 applications from 14 countries, including territories within the Caribbean Community (CARICOM) and the Organization of Eastern Caribbean States (OECS). Entrepreneurs were asked to submit proposals for innovative products, services, or business models in sustainable agribusiness, water management and recycling, solar energy, energy efficiency, and resource use sectors.

“This overwhelming response is very encouraging for the future of the CCIC and its activities,” said Everton Hanson, Chief Executive Officer of the Caribbean CIC. “The process was very competitive and even the unsuccessful applicants submitted interesting ideas that show great potential,” he added.

The 11 winning proposals represent seven Caribbean countries — Jamaica, Trinidad & Tobago, Dominica, Antigua and Barbuda, Saint Kitts and Nevis, St. Lucia, and Belize.

Four of the winning concepts were submitted by female applicants.

Teen among three to be sentenced for fraud

A 16-year-old boy and two other persons who pleaded guilty to breaches of the Law Reform (Fraudulent Transactions)(Special Provisions) Act, will be sentenced in the St Elizabeth Circuit Court today after pleading guilty on Friday.

The teen, who is from St Elizabeth, pleaded guilty to knowingly possessing identity information.

Along with the teen, his mother, 36-year old Denise Sutherland also pleaded guilty to four counts of aiding and abetting the commission of an offence contrary to the Law Reform (Fraudulent Transactions) (Special Provisions) Act.

The third person, 19-year-old Tafarie Haddad, pleaded guilty to three counts of aiding and abetting the commission of an offence contrary to the Law Reform (Fraudulent Transactions) (Special Provisions) Act.

On Friday, November 29, 2013 about 5 a.m., members of the St Elizabeth Proactive Investigations Unit, with search warrants, visited the house occupied by the three.

During a search, a book containing names, addresses, contact numbers as well as social security numbers of persons living in the United States, as well as Western Union and Moneygram receipts were discovered in the room occupied by Haddad.

In the room occupied by Sutherland, Western Union receipts were also discovered.

The three were subsequently arrested and charged. A statement which was collected from the victim who resides in the United States, says he was swindled of more than US$60,000.

The three were remanded for sentencing which was set for Monday July 7.

KINGSTON, Jamaica — The police have confirmed that two entertainers, a male and a female, were among five people taken into custody on Monday, February 3, suspected of being involved in lottery scamming.


Reports from the police are that about 4:00 pm members of the New Kingston Police Post were conducting a routine stop and search operation along Knutsford Boulevard when a motorist was cited for breaching the Road Traffic Act.


The motorist who did not have a driver’s licence in his possession gave name which turned out to be fictitious. Further investigations were conducted that resulted in the Lottery Scam Task Force being called in.


As a result the driver and the two occupants of the motor vehicle were detained.


Consequently, a probe was launched and an operation conducted at a house in the Kingston 5 area, which is the residence of one of the occupants of the motor vehicle, the police said.


During a search of the premises, the police allege that paraphernalia related to lottery scam activities were observed and seized.


The occupants of the house and the motor vehicle were also taken into custody on reasonable suspicion of breaches of the Law Reform (Fraudulent Transaction) (Special Provisions) Act, the police added.


The suspects are to be questioned in the presence of their attorneys, following which formal charges will be made against them.

Boyd among 32 for Advanced Level 1 Coaching Course

FORMER national striker Walter Boyd is expected to be among the group of 32 participants at the 15th Advanced Level One Coaching Course under the JMMB/JFF/UTech coaching school, which begins today.


The course will be held at the JFF Football Centre, the location of Jamaica’s FIFA Goal Project.


The JFF has tried to keep the size of each group in keeping with FIFA’s standards in order to maximise the learning potential and the interaction.


The group also includes current national player Montrose Phinn and a high number of youth coaches at the club, school and community levels.


The course will run from today through next week Friday, from 9:30 am to 5:00 pm.


The opening session will be addressed by president of the JFF, Captain Horace Burrell, and representatives of sponsor Joan Duncan Foundation (a member of the JMMB Group) and the University of Technology. The opening session begins at 9:30 am.

"Parish" remembered as a leader among his peers

GERALD Ashley Webber, a late driver of Banks Trucking Limited who passed away on August 9, was remembered as a champion driver who took his career seriously and mastered the art of delivering products safely across the island.

Affectionately called ‘Parish’, Webber passed away at age 64.On August 31, his relatives, friends, mourners and well-wishers gathered at a thanksgiving service to celebrate his life at the St Mary The Virgin Anglican Church on Molynes Road in St AndrewFollowing opening remarks by Reverend Barrington Jones, the casket bearing his remains was carried by pall-bearers from the back of the church to the altar, signalling the start of the service.Francis Robinson, a former colleague and close friend of Webber, offered the first tribute.“He was not only a strong person in character, but in voice. He was a leader whom the other drivers looked up to over the years. The younger drivers looked up to him. He was an icon among the drivers and a giant among men,” Robinson said.He then went on to reflect on conversations they had before Webber’s untimely passing and hailed him as a champion driver.Another unidentified mourner remembered Webber as a man who had a passion for trucks.“That’s why he was a good truck driver,” the mourner told Life Tributes.Webber’s niece, Christina Campbell, delivered the eulogy.According to Campbell, Webber, who was born on November 26, 1948, was a loving and caring person.“He was a good and caring father and later, grandfather. As a provider he was the best. He would say, ‘Don’t worry man. Everything will be all right.’ Although he is gone, the memories remain and make the pain of losing him more bearable,” she said.Webber was also remembered as an individual who offered good advice and wise counsel, especially to other drivers of the various trucking companies he had been employed to during his career.Immediately after completing his secondary level education, he launched his career by joining his father, a previous contractor, working several construction sites before becoming a trucker.Webber is survived by his wife Marcia, daughter Ashley, adopted son Omar, grandchildren Ajahne and Neil, and a host of other relatives and friends.His remains were interred at the Meadowrest Memorial Gardens in St Catherine.Webber’s wife Marcia is a picture of grief as his daughter Ashley tries to hold back the tears.Ashley Webber reads the first lesson during the thanksgiving service for her father’s life.The mourners bow their heads in prayer.Pall-bearers carry the casket bearing the remains of Gerald Ashley Webber.Webber’s grandchildren Neil (right) and Ajahne say a final farewell to their grandfather.Webber’s niece Christina Campbell delivers the eulogy. HIALEAH, Florida (AP) — A gunman holding hostages inside a South Florida apartment complex killed six people before being shot dead by a SWAT team that stormed the building early yesterday morning following an stand-off, police said.Sgt Eddie Rodriguez told The Associated Press that police got a call around 6:30 pm EDT Friday that shots had been fired in a building with dozens of apartments in Hialeah, just a few miles north of Miami.Although a crisis team was able to briefly establish communication with the man, Rodriguez said talks eventually “just fell apart” with the gunman, who was holding two hostages on the fifth floor. Both of them survived when officers stormed the building, fatally shooting the gunman during an exchange of gunfire.The dead bodies of three women and two men were found at two different apartment units inside the building, which Rodriguez said was in a “very quiet neighbourhood”. Another man who was walking his children into an apartment across the street was also killed.

KINGSTON, Jamaica — Sixteen Jamaicans will compete in London at the Sainsbury’s Anniversay Games at the Queen Elizabeth Olympic Park today, July 26 and July 27.The world’s fastest man, Usian Bolt and teammate Nesta Carter will on Friday compete against Kim Collins of St Kitts and Nevis, American Michael Rogers and Frenchman Christophe Lemaitre in the men’s 100 metres. Olympic bronze medalist Warren Weir and training partner Jason Young will tackle America’s Wallace Spearmon, Dutchman Churandy Martina and Lemaitre in the men’s 200 metres. Bolt among 29 Olympians for London Diamond League

KINGSTON, Jamaica — Usain Bolt is among 29 London 2012 Olympic Games medallists, including 12 champions and four world record-holders, who have so far, been confirmed for the IAAF Diamond League meeting in London, the Sainsbury’s Anniversary Games, on July 26 and 27.

The International Association of Athletics Federation (IAAF) says Bolt will compete in the 100m on Friday evening and in the 4x100m on Saturday afternoon in the Queen Elizabeth Olympic Park, a meeting being staged one year on from the opening ceremony of the London 2012 Games.He will compete at the IAAF Diamond League in London for the first time since 2009, in the last major meeting before IAAF World Championships in Moscow, which will be held between August 10 and 18.Bolt says he is excited by the prospect of returning to the stadium where he won three gold medals in the 100m, 200m and the 4x100m Relay, the latter event seeing Jamaica break the world record.“I’m looking forward to coming back to the UK, especially with it being a year since winning three gold medals in the Olympic Stadium. The crowd was amazing at the Games, and I hope they will be out again in their numbers at the end of July.“I haven’t competed at the London Diamond League since 2009 but it has always been a great meet with lots of Jamaican support; it almost feels like running at home.”The IAAF also announced that St Kitts’ 2003 World champion Kim Collins, will run against Bolt in the 100M. Despite being 11 years older than Bolt, Collins is determined to prove that he can still mix it with the best sprinters in the world after having missed out on the Olympics.“My story from London was well documented and to have the opportunity a year on to run in the stadium is something that I’m really grateful for. The support I get from the British crowds every year is incredible and I’m looking forward to hearing that roar when I come out on to the track in July. This is my Olympic final, and I’m going to take full advantage of the occasion and show that, even at 37, I’m still a force to be reckoned with,” Collins said.In what promises to be one of the most highly anticipated events of the weekend, Australia’s World and Olympic 100m Hurdles champion Sally Pearson will face a field which includes the US pair of 2011 World Championships silver medallist Danielle Carruthers, 2012 Olympic bronze medallist Kellie Wells and Great Britain’s Olympic Heptathlon champion Jessica Ennis.The men’s 110m Hurdles is also set to be a mouth-watering encounter as the USA’s Aries Merritt, the Olympic champion and World record-holder, goes head-to-head with the two men who finished directly behind him in London: USA’s 2011 World champion Jason Richardson and Jamaica’s Hansle Parchment.American 2012 Olympic gold medallist Sanya Richards-Ross headlines the women’s 400m as she continues her rivalry with her predecessor as Olympic Champion, 2012 silver medallist and local London hero Christine Ohuruogu.Great Britain’s double Olympic champion Mo Farah will run in the 3000m while Farah’s training partner, Olympic 10,000m silver medallist Galen Rupp, will join fellow US athlete and Olympic 1500m silver medallist Leo Manzano in the historic Emsley Carr Mile.  US sprinter Carmelita Jeter, the second-fastest woman ever in the 100m, will star in the women’s 100m after winning 4x100m gold, 100m silver and 200m bronze in last summer’s Games.
